Our team employs a specialized analytical approach, deep understanding of federal rules, and proprietary software tools to help our Medicaid partners achieve meaningful results beyond the routine Medicare eligibility for expanded member benefits and enhanced Medicare savings.
Unified Formulary
Our team delivers knowledge and resources to assist with the creation and implementation of a state’s customized unified formulary for their Medicaid managed care, providing members with better continuity of care and states potentially millions of dollars in savings on overall drug spend.

Our Experts
Jessica Carpenter MS, RD, LDN
Managing Director, Health Systems Solutions
Jessica Carpenter leverages best practices, internal expertise, and emerging technologies to develop new clinical performance improvement, survey research, policy reform, and workforce development products and services in response to market demand. She previously served as Deputy Managing Director, Clinical Delivery and Informatics Solutions, as well as in clinical program leadership and management roles at ForHealth Consulting, with a focus on Medicaid long-term services and supports (LTSS).
Jessica is a Massachusetts-licensed dietitian and a registered dietitian with the Academy of Nutrition and Dietetics. Her many publications and abstracts feature subjects from health and nutrition to coordination of LTSS for medically complex children and best practices in managed LTSS.
Kaha Hizanishvili MBA, MALD
Associate Executive Vice Chancellor, Market Growth and Transformation
Kaha Hizanishvili drives product development and determines opportunities for growth. He leads the identification of environmental trends and attendant opportunities to build or extend ForHealth Consulting’s solutions to overcome complex healthcare challenges. He previously served as the chief of provider and pharmacy programs for MassHealth at the Massachusetts Executive Office of Health and Human Services.
Kaha led MassHealth through several strategic initiatives, including managing pharmacy rebate negotiations with drug manufacturers, saving MassHealth hundreds of millions while maintaining and expanding member access to necessary medications.
Bekah Diamond, JD
Executive Director, Business Strategy & Operational Excellence, Health Care Finance Solutions
Bekah Diamond works across business units at ForHealth Consulting directing and managing major business development and overseeing operational improvement plans. Most recently, she served as Chief of Staff in the Massachusetts Executive Office of Health and Human Services.
In her role as Chief of Staff, Bekah provided oversight and management of the $26 billion Secretariat that employs over 22,000 individuals and is composed of twelve agencies, the state Medicaid program (MassHealth), and two Soldiers’ Homes. Bekah worked across state government on a variety of issues from behavioral health and opioid addiction to suicide prevention and monkeypox.
