As part of the executive leadership team, Russell “Russ” Leino leads negotiations, strategy and deal structuring for new products, relationships, and other commercialization initiatives across the ForHealth Consulting business portfolio. He provides guidance to the executive leadership team related to risk assessment, contract management, government compliance, operational matters, and business growth opportunities. Russ also supports the delivery of client-facing work to ForHealth Consulting’s health and human services partners and consults on regulatory policy and compliance.
Russ previously served at the Massachusetts Executive Office of Health and Human Services (EOHHS) for 10 years, most recently as the first deputy general counsel. In that role, Russ served on the executive leadership team of the nearly $20 billion, two million-member MassHealth (Medicaid) program and assisted in the management of a team of more than 50 attorneys providing in-house legal support to EOHHS. He was previously an associate at the law firm of Jones Day, focusing on complex litigation and regulatory matters related to financial institutions. Russ became an attorney with the goal of dedicating his career to public service, and he views his role at ForHealth Consulting as the next step in his mission-focused journey.
Now living in New Hampshire with his family, Russ enjoys being active outdoors as an avid runner, cyclist, and skier. Before relocating to New Hampshire, Russ was active in local government and youth sports in his former community in Massachusetts.
Russ earned his juris doctorate from the University of Pennsylvania Carey Law School and a bachelor’s degree in government from Harvard College. He is currently licensed to practice law in Massachusetts and the U.S. District Court in Massachusetts.
