Medicaid Inmate Exclusion Policy

We help you navigate the recently released  “inmate exclusion policy” partial waiver in the new Section 1115 demonstration opportunity, which prohibits Medicaid from paying for most services provided during incarceration. We combine our deep knowledge of healthcare for justice-involved populations with our comprehensive experience in waiver design and implementation.

Medicare Eligibility Enhancement Program

Our team employs a specialized analytical approach, deep understanding of federal rules, and proprietary software tools to help you achieve meaningful results beyond the routine Medicare eligibility for expanded member benefits and enhanced Medicare savings.

Jessica Carpenter

Jessica Carpenter MS, RD, LDN

Associate Executive Vice Chancellor, Market Growth & Transformation

Jessica Carpenter leads our market growth strategy and organizational transformation and optimization efforts. She previously served as managing director, Health Systems Solutions, as well as in clinical program leadership and management roles at ForHealth Consulting, with a focus on Medicaid long-term services and supports (LTSS).

Jessica is a Massachusetts-licensed dietitian and a registered dietitian with the Academy of Nutrition and Dietetics. Her many publications and abstracts feature subjects from health and nutrition to best practices and coordination of LTSS for medically complex children and best practices.

Catherine Mick MSW, MBA

Associate Executive Vice Chancellor for Strategy & Chief of Staff

Catherine “Katie” Mick applies her strategic and operational innovation skills as an advisor to the chief executive, providing guidance on policy, planned initiatives, and business activities that strengthen and build client relationships, support organizational growth, and create an environment where employees can thrive. Prior to joining ForHealth Consulting, she was undersecretary for human services at the Massachusetts Executive Office of Health and Human Services, effectively driving strategic policy initiatives across multiple healthcare and human service systems.

Throughout her career, Katie, a trained social worker, has been stalwart in supporting individuals with disabilities, children, youth, and families, survivors of human trafficking, sexual assault, and domestic violence—and cross-sector initiatives involving early education, public safety, and sustained economic stability.

Bekah Diamond, JD

Executive Director, Market Development & Organizational Transformation 

Bekah Diamond works across ForHealth Consulting, managing enterprise-wide business growth efforts. Using her deep healthcare policy and operational expertise, she specializes in identifying the right solutions for each client challenge, building strong strategic partnerships that result in tailored offerings, and improving our organizational effectiveness to deliver the highest value to our clients. 

Bekah has spent her career in healthcare committed to accessible, affordable, high-quality care for all. Prior to joining ForHealth Consulting, Bekah served as Chief of Staff in the Massachusetts Executive Office of Health and Human Services, which includes the state Medicaid program (MassHealth). Bekah also previously oversaw the implementation of Medicaid accountable care reform for Boston Children’s Hospital and drove the execution of the Affordable Care Act at the Massachusetts Health Connector (the State Based Marketplace).
