Beth Waldman leads the strategy and operations of the ForHealth Consulting’s health care financing business line. A nationally recognized expert on Medicaid policy and operations, she specializes in program development, implementation, and value-based purchasing.

Prior to joining ForHealth Consulting, Beth was a senior managing director at Bailit Health Purchasing, where she led transformative initiatives nationwide to expand access, improve care delivery for low-income populations, reform behavioral health and long-term services, and advance affordability through value-based models. She brings deep experience partnering with states and stakeholders on policy development, program design, and stakeholder engagement.

Beth previously served a three and a half -year term as director of the Massachusetts Medicaid (MassHealth) program, where she oversaw a complex matrixed organization and set policy, program, and purchasing priorities. She managed the relationship with CMS and led major initiatives, including implementation of major healthcare reform legislation, program integrity restructuring, and MMIS procurement and development.

Earlier in her career, Beth spent more than a decade in leadership roles within the state Medicaid program, including serving as director of waiver implementation and administration and assistant general counsel.

She is a frequent speaker and published author on Medicaid-related topics, with a focus on managed care, delivery system transformation, service integration, and behavioral health.

Beth holds a law degree from Boston College Law School, a master of public health degree from the T.H Chan School of Public Health at Harvard, and a bachelor’s degree from Union College.
